Madugalle fines Indian team for not appealing

In a bizarre ruling, probably the first of its kind in international cricket, match referee Ranjan Madugalle has fined the entire Indian team 5% of their match fee, imposed an additional 5% penalty on India's four main bowlers as well as part-timer Sourav Ganguly and an additional 5% penalty on Indian captain Rahul Dravid.

The reason: Not appealing. Madugalle rubbed salt into the Indian team's wounds when he justified his decision by pointing out that India barely got into Pakistan's middle-order on day one of the Lahore test. The first wicket fell through a run-out about which none of the Indian fielders were enthusiastic about except for Yuvraj Singh, who threw the stumps down to catch Salman Butt short. The second wicket involved a fairly obvious catch by Harbhajan Singh.

Previous instances of match referees taking players for not appealing: Broad fines Hoggard, Procter reprimands Nehra, Broad fines Balaji and Jeff Crowe fines Ntini and Langeveldt.

Note: I really ought to have qualified this post as 'sarcasm', but I couldn't bother to do so because I have to rush to catch a train now!

I have some typical Layman's Doubts: What will Madugalle have to say if "A batsman walks with out any one appealing" in a case where he feels he has snicked the Ball on its way to the keeper?

Why can't the Umpire be QUESTIONED or FINED for asking for the Third Umpires Intervention with out any one appealing?

Which one of the Rules or Guidelines say that "A Player can be fined for NO Fault of His"?

    supremus: Thanks :)

anonymous: Good point. We wrote briefly about it here during Australia's tour to India in 2004. If a batsman walked even when the umpire had ruled not out, technically he is still culpable to be hauled up before the ref. In fact, Fleming once pointed out to the umpire that there weren't enough fielders in the 30 yard circle which the umpires acknowledged and still he was fined!
